Review of Polling Districts and Polling Places 2023

Under the Representation of the People Act  (RPA) 1983 the council has a duty to divide its area into polling districts and to designate a polling place for each district. The Electoral Administration Act 2006 (as amended) introduced a duty on all local authorities in Great Britain to review their polling districts and polling places at least once every five years.

Although the review is of polling districts and polling places, the Acting Returning Officer will also take the opportunity to review the location and suitability of polling stations at the same time.

A Polling district is a geographical electoral area into which wards and constituencies may be sub-divided

A Polling place is the buildings or areas designated by the council where electors in a polling district go to vote in person

A Polling station is the room or area within the polling place where voting takes place

Under Section 18C of the RPA 1983, the next compulsory review must be undertaken within a 16-month window between 1 October 2023 and 31 January 2025. But please note neither the Parliamentary Constituency boundaries nor the Local Government Ward or Division boundaries can be changed by this review

For Winchester City Council, the Notice of Review will be published on 2 October 2023.

The consultation period is from

Monday 2 October to 5pm on Monday 13 November 2023.

Therefore you are invited, if you wish, to make comments about any aspect of our polling districts, polling places or polling stations within the district of Winchester.

In addition, a review pack with maps are available in the reception of City Offices, Colebrook Street, Winchester SO23 9LJ on Monday to Friday between the hours of 8.30am and 4.30pm.

If you wish to comment on the existing arrangements or wish to propose alternative arrangements, please do so in writing by 5pm on Monday 13 November 2023. Any comments made will form part of the public consultation feedback and will be formally published along with all comments received. Personal data such as your name and address will be excluded from the review conclusion made available to the public.

The Acting Returning Officer considers all comments and final proposals will be considered by the Licensing and Regulations Committee on 6 December 2023. Any amendments will be made onto the Register of Electors by 1 February 2024.
